Catch-22 situation

Catch-22 situation:

1) No storyboard = Cannot determine how much effects is needed (VFX Breakdown)
2) No VFX breakdown = Cannot determine production schedule
2) No production schedule = Cannot determine how long it'll effectively take to produce the shots (based on lack of knowledge and experience on how to create the effects)

Therefore, storyboard first or production schedule first???
